The OPlibraries file is read by Houdini and it simply contains a list of OTLs that Houdini should read upon startup. This paths to the OTLs can be relative to the location of the OPlibraries file being read. Houdini will scan all paths in the HOUDINI_PATH environment variable for OPlibraries files.
