OTL stands for Operator Type Library.
An Operator Type Library is a file format with the .otl extension that Houdini can read that defines operators available to a Houdini session. OTLs can also store arbitratry data if you wish, like pictures, sounds and scripts. Read the section on CustomOperators to learn how to define these.
There is CommandlineTools entry, called hotl to manage these files from the shell.
An OTL can contain one or more HDA's (Houdini Digital Assets). Often, the two acronyms are used interchangeably.
